On December 1, 2022,
a client in the NIW green card process
received the P3 letter.

Congratulations!

The client has now
completed the USCIS stage and
moves on to the NVC stage.

Once the visa fee of $ 345 is paid,
about a week later,
the NVC site page for completing
the DS-260
opens up.

That is why the P3 letter
is also called
the DS-260 letter.

1. April 23, 2020: I-140 filed
2. August 8, 2020: I-140 approved
3. November 8, 2022: Inquiry filed with the NVC
requesting issuance of the Visa Fee bill
4. December 1, 2022: Fee bill received

In this client case,
the USCIS website
Case Status lookup still
continues to show
'Case was Approved'
as the result .

When a case is transferred to the NVC,
it should normally change
'Case Was Sent to the Department of State'
to this wording.

However, even after transfer to the NVC,
the wording did not change; even so,
we requested the Visa Fee Bill from the NVC,
that is, the visa fee payment notice,
and had it issued.

After receiving notice that
the I-140 has been approved,
you normally receive the visa fee
payment notice
within a month.

Recently, however,
this period has been stretching
to around two to three months.

And as in this client case,
there are instances where, despite the transfer to the NVC,
the visa fee payment notice
is not received .
